Sinking Slab Creates a Trip Hazard
When the bottom slab sinks, it creates a ledge with the next slab up, which forms a major trip hazard. This is especially dangerous in the fall and winter when leaves or snow might obscure visibility. Also, hope you don't plan on riding a bike across this walkway - you'll pop a tire.
Level Sidewalk is Safe and Better Looking
